Merseyside and Greater Manchester
Should this Template include Merseyside and Greater Manchester councils up until 1973 as they were within Lancashire until local government reorganisation in 1973 with the establishment of the Metropolitan Counties? 77.97.183.195 (talk) 16:09, 6 June 2017 (UTC)[reply]

Using the flagicon is standard for these templates. I think your problem is actually with {{Country data Lancashire}} if it not currently displaying an appropriate flag for the county (I see the flag is used to represent the ceremonial county in numerous articles though, e.g. Blackpool, City of Lancaster).
