Puna Andeetako estepetako lurralde garai eta idorrenei (3.000-5.000 metro bitartean) ematen zaien izena da. Tenperatura hotza, euri urri eta haize handia egiten du bertan, eta gorabehera handiko klima du. Nekazaritza pobrea da eta han hazten diren landareak abereen (llamen, ardien, alpaken) bazkarako erabiltzen dira. Oso jende gutxi bizi da, nomadak bereziki.
